- to understand climate change related decision-making of different actors,
- to analyze barriers to technological, behavioral and policy change from an actor perspective,
- to define possible strategies for overcoming these barriers and
- to formulate suggestions for implementation

Contrary to the current media reports, the ETH panel discussion on December 1st, 2009 spread good spirits: Uncommonly many prominent figures have promised their COP-15 attendance, uncommonly strong seems the political will to find a collective solution to the pressing problems related to climate change. Therefore, the four panellists, Andreas Fischlin (ETH), Patrick Hofstetter (WWF), Peter Niggli (Alliance Sud) and Malte Schneider (UNCTAD) expect the World Climate Conference to find an agreement which might not yet be binding under international law but sets a clear and credible sign for all countries to stay on the Kyoto track. Different ways and instruments were discussed; Copenhagen would have to guide the way to an intelligent mix of instruments to mitigate the global climate problems. Copenhagen will have to find a solution for the post 2012 era – the circumstances are better than ever.
